Siyali Ramamrita Ranganathan (S.R.R.) August 1892 – 27 September 1972) was a mathematician and librarian from India. His most notable contributions to the field were his five laws of library science and the development of the first major faceted classification system, the colon classification. He is considered to be the father of library science, documentation, and information science in India and is widely known throughout the rest of the world for his fundamental thinking in the field. His birthday is observed every year as the National Librarian's Day in India.

He was a university librarian and professor of library science at Banaras Hindu University (1945–47) and professor of library science at the University of Delhi(1947–55). The last appointment made him director of the first Indian school of librarianship to offer higher degrees. He was president of the Indian Library Association from 1944 to 1953. In 1957 he was elected an honorary member of the International Federation for Information and Documentation (FID) and was made a vice-president for life of the Library Association of Great Britain.

In reference to notification for UGC-NET(November) 2017 published in the news papers 
regarding schedule of filling online application for the said examination, following is being 
informed:
1. The use of Aadhaar for the applicants of UGC-NET(November) 2017 will result in 
accuracy of the applicants' details. This will also help in ascertaining identities of the 
applicants at the examination centres in a convenient and hassle free manner. Aadhaar 
obviates the need for producing multiple documents to prove one's identity. 
2. The provisions of the Aadhaar Act and Regulations under the Act have come into effect 
from 14th September 2016 and notifications to this effect have been published in the 
Official Gazette. Section 57 of the Aadhaar Act 2016 permits the use of Aadhaar number 
for establishing the identity of an individual for any purpose pursuant to any law or any 
contract to this effect. 
3. Accordingly, CBSE has decided to use Aadhaar for the applicants of UGC-
NET(November) 2017, and hereby notifies the following: 
3.1 Applicants who are in possession of Aadhaar, shall enter Aadhaar number, name, 
date of birth & gender in online application for UGC-NET(November) 2017 for the 
purpose of his/her identity and authentication thereof. 
3.2 Applicants not yet enrolled for Aadhaar, are hereby required to make application 
for Aadhaar enrolment in case he/she is entitled to obtain Aadhaar as per section 3 
of Aadhaar Act. Such applicant may visit any Aadhaar enrolment center (list 
available at www.uidai.gov.in) to get enrolled for Aadhaar. 
4. The above provisions shall be applicable in all states except J&K, Assam & Meghalaya. 
5. The applicants from the states of J&K, Assam & Meghalaya need to enter the passport 
number, ration card number, bank account number or any other valid Govt. identity 
number provided they should select the city of examination in these states only.

The University Grants Commission (UGC) has changed the criteria for qualifying the National Eligibility Test (NET), conducted to determine qualification for appointment as faculty and grant of research fellowship.
As per the revised criteria, only 6% of the candidates who take the test would now be declared as qualified.
Earlier, top 15% of the candidates in each subject and category, who obtained the minimum required marks according to the category of the candidates were declared qualified.
The commission has revised the procedure and criteria for qualifying candidates following a Kerala High court order.
Though the percentage of candidates to be declared as qualified from now on has been drastically reduced, the higher education regulator justified the move.
"As such the number of candidates who would qualify in the future NET Examinations is likely to increase," it said issuing a notice on Friday evening.
Highlighting data of qualifying percentage out of appeared candidates in the previous 4 UGC-NET examinations, the regular said 4.83% candidates qualified the nationwide test held on June 2015, 4.96% December 2015, 4.08% July 2016 and 3.99 % in January 2017.

Pay Scale – PB – 4 (`37,400 – 67,000) with AGP of `10000/- 
Qualification –  
i) Master's Degree in Library Science / Information Science / documentation with CGPA of 6.5 in 10 point scale or at least 60% marks or its equivalent grade of 'B' in the UGC seven point scale and consistently good academic record set out in these Regulations.  
Experience-  
(i) At least ten years as a Deputy Librarian in the library of a technical university, educational institute of National Importance, or any other large technical library at least five years being spent on a post with AGP of ` 8700/- or an equivalent post.  
(ii) Evidence of innovative library service and organization of published work.

DEPUTY LIBRARIAN 
Age- 45 years
 Pay Scale – PB-3 (`15,600 – 39,100) with AGP of ` 8,000/-
Qualification – 
 (i)  Master's Degree in Library Science/Information Science/Documentation with CGPA of 6.5 in 10 point scale or at least 60% of the marks or its equivalent grade of 'B' in the UGC seven point scale and a consistently good academic record. 
(ii)  Ten years' experience as an Assistant University Librarian/out of which at least 5 years to be in a post with AGP of ` 7000/- or an equivalent post. 
(iii) Evidence of innovative Library Service and organization of published work and professional commitment, computerization of library.
