The major role and biggest challenges of Libraries and LIS professionals are preparing professionals to use technology effectively and systematically. The library and LIS professionals have been consistently involved with the information storage and retrieval, collection development, systematic organization of reading materials and digital information for the Users Communities. The role of library science professionals to provide correct information in the correct time for the appropriate users with different styles of skills and capability. This seminar will support to the library professionals in terms of how the practices and procedures in library and information science, education meet the need of the actual working environment as well as beat the challenges of Libraries & LIS professionals

Non-resident Odias Urge C.M. Naveen Patnaik to implement the Odisha Public Library Act, 2001

Odias in North America sent memorandum to CM for timely establishment of well-integrated modern public library system in Odisha

The Odisha Society of the Americas (OSA), a forum of non-resident Odias, has urged Chief Minister Naveen Patnaik to set up a well-integrated modern public library system in the State by implementing the Odisha Public Library Act, 2001.

The OSA has offered to assist the government by linking up with domain experts and extend other support for creating a public library ecosystem in the State. OSA has been pursuing with Govt of Odisha administration for a “Well-Integrated Modern Public Library System” in Odisha. It may be noted OSA had proposed and funded to establish Internet Enabled model public libraries in Berhampur; Baghada GP, Suliapada, Mayurbhanja; Kulida GP, Basta, Balasore through GA department, Govt of Odisha.

“Public library is the most democratic public institution that will promote literacy, including early childhood literacy, digital literacy, skill development, employment, entrepreneurship and social inclusion,” said OSA president Lalatendu Mohanty.

Expressing happiness over the State government’s announcement to set up a panchayat library-cum-infotainment centre in each gram panchayat to cater to the needs of people of the rural areas, the OSA said it would help create a knowledge-based society.

“To start with, Rajiv Gandhi Seva Kendras should be used for rural libraries. In urban areas, municipalities can provide existing or new infrastructure from the city budget. The pre-existing private libraries with excellent track record should be adopted based on their interest. All school libraries need to be converted into digital libraries at the panchayat level with custodians and librarians in place for better management of the library system,” the forum recommended.

The OSA applauded the cabinet approval of “Odisha Public Library Rules by culture department” ( The Odisha Gazette dated 7th Sept 2016 ) and last year’s Panchayat Raj department circular ( No. 17 NREG-11-1165-18657/PR&DW Date: 28-09-2018 ) to BDOs for building edutainment centers-cum-libraries, but expressed concerns for the long historical delay in implementation of “Odisha Public Library Act-2001” that has been pending for many years that’s adversely affecting public interest and growth of the state towards a knowledge-based society.

It is being said that the public library system will not only create the ecosystem to transform Odisha towards a “Knowledge based society”, but also develop an “Internet based economy” to meet the growing demands of the 21st century, and make Odisha truly the leading state with higher “Human Development Index(HDI) – a measure of life expectancy, education, and per capita income indicator used to rank states and countries”.

A detailed proposal and recommendations compiled by OSA Public Library Committee and advisors/panelists were sent with regards to establish and transform the public libraries to function as Community Centers, Edutainment Centers, Knowledge Centers, Skill Development Centers, Information Centers leveraging Information and Communication Technology (ICT) and best practices around the world.

The Odisha Society of Americas (OSA) is the largest Non-Resident Odia(NRO) organization in the world recently celebrated golden jubilee in Atlantic City, New Jersey with the presence of around 2000 Odias. A seminar was organized on “Establishing Well-Integrated Modern Public Library System in Odisha” during this convention with presence of key dignitaries like Dr Keshab Panda, Chief Executive Officer and Managing Director of L&T Technology Services, eminent educationist Prof. Dr Damodar Acharya, prof. Dr Lalu Mansingh, Prof. Dr Chitta Baral, Dr Ashutosh Dutta, Dr Basant Parida, Dr Annapurna Pandey, Dr Sukant Mohapatra, Prof. Dr Durga Mishra( chair seminars ), columnist Mrs Suvasri Das, Mrs Nalini Pattnaik, Sri Bishwajit Naik, entrepreneur (founder Shikhya), entrepreneur/ philanthropist Dr Sitikantha Das, Dr Ajay Mohanty(co-chair OPLI ), Nishikanta Sahoo( Chair, OPLI), OSA president Sri Lalatendu Mohanty, OSA president elect Mrs Kuku Das, OSA vice-president elect Dr Anil Patnaik. Odisha Government to set up 1,000 libraries in high schools by October-end


The school and mass education department, Govt. of Odisha has taken an initiative to set up libraries in high schools and has decided to expedite the process by covering as many as 1,000 schools in different parts of the state by the end of October.

The action plan for the project was prepared here on Monday during a meeting of the executive council of the state's Mo School Abhiyan under which the libraries will be set up in the schools.

"We have decided to develop a strong support base of the alumni associations in 5,000 schools to carry on the agenda of 5-Ts focusing on transparency and transformation. The action plan for the library was also discussed, which will be set up with the support of the alumni," BS Poonia, director of Odisha School Education Programme Authority (Osepa), said.

The officials also decided to organise special programmes at the school-level to encourage students to read, strengthen the alumni network through telecalls as well as visits and bring out about 100 positive stories on Odia-medium schools, among others.

Poonia said the project implementation will be facilitated under the Mo School Abhiyan and most of the work will be completed by October end. "We are also going to start a separate website for availing of the information on different schools. It will be launched by August 15," the director added.

Officials at the executive meeting also discussed extending the coverage of Mo School Abhiyan for infrastructure and other development works. A decision to cover 508 more schools located in as many as 16 different districts with a project outlay of Rs 5.82 crore was taken in the meeting. The districts where the 508 schools are located are Angul, Bargarh, Balangir, Cuttack, Deogarh, Dhenkanal, Ganjam, Jajpur, Jagatsinghpur, Khurda, Jharsuguda, Kalabandi, Koraput, Mayurbhanj, Nayagarh and Nabarangpur. Sources said the state government has provided Rs 3.88 crore, while the remaining funds came from donors.

Mr Sanjay Bihani from India has been appointed as a member of the governing board of the International Federation of Library Associations and Institutions (IFLA)

Mr Sanjay Kumar Bihani has been elected as Chair of International Federation of Library Associations and Institutions (IFLA-Division V) covering regions of Africa, Asia & Oceania, Latin America and Caribbean. He will also become a member of IFLA Governing Board and IFLA Professional Committee for 2019-2021.

Mr Sanjay will take up his new role during World Library and Information Congress of IFLA 2019 at Athens, Greece during 24-30 August 2019.

IFLA, the Global Voice of the Library and Information Profession is the leading international body representing the interests of library and information services and their users. Founded in 1927, IFLA now has more than 1,300 Members in over 130 countries around the world. IFLA is an independent, international, non-governmental, not-for-profit organization.
Mr Bihani is a life member of Indian Library Association and is actively involved in international librarianship and serving IFLA in various leadership roles for last 15 years. He is currently serving as Chair of IFLA – Regional Standing Committee for Asia and Oceania (RSCAO) and Secretary of IFLA – Division V (Regions) for 2017-2019. He has participated in almost all IFLA Conferences since 2005.

He also severed as Secretary of IFLA-RSCAO (2015-2017) as well as Secretary and Chair of IFLA-Government Libraries Section (2011-2015). He is SC Member of IFLA-Government Information and Official Publications Section and Asia and Oceania Section for 2015-2023. He took part in IFLA’s Global Vision Project and workshops during April 2017 in Athens (Greece) and March 2018 in Barcelona (Spain). Recently, he participated in a workshop introducing IFLA’s new Strategic Framework, and collaborating on action plans in support of the IFLA Strategy 2019-2024 during 12-13 June 2019 at The Hague, Netherlands as incoming Chair of IFLA-Division V.

He also served as Member of IFLA-Copyrights and Legal Matters (CLM) Committee during 2007-2011 and participated as a Member of Expert Group in an IFLA-FAIFE International Workshop in Dubai during 2007.  He was a Member of IFLA Delegation at Internet Governance Forum (IGF) during 2008. He was a Member of the Working Group of IFLA Committee on Standards for developing Standards Manual during 2013-2015. He was a Keynote Speaker at Government Librarians’ conference in Athens, Greece during June 2014 and 4th Lebanese Library Association Conference during May 2018. He was Editorial Committee (EC) Member of IFLA Journal for 5 years during 2008-2013.

During last 30 years, Mr Bihani had worked with the Ministry of External Affairs of Government of India and served at New Delhi as well as on diplomatic assignments at Indian Diplomatic Missions in Bangladesh, Nepal and United Kingdom.  A frequent traveller, and he been to Canada, Japan, Finland, France, Germany, Greece, Hong Kong, Italy, Lebanon, Malaysia, Mauritius, Norway, Philippines, Poland, Seychelles, Singapore, Spain, South Korea, Sweden, Switzerland, Thailand, UAE, UK and USA on various professional assignments.

Late Dasharathi Pattanaik was born on 12 July 1907 in a little known village namely Udaypur in the district of Nayagarh. By his sheer will power and sincere effort, he could be able to keep his footprint in the literary and cultural fields of Odisha overriding the iron barriers of little education, economic scarcity, and underdeveloped rural atmosphere.

Instead of indulging his 90 years span of life in family affairs he had preferred to include himself among innumerable elites, poets, writers, bureaucrats and politicians of Odisha and in course of time had become their beloved ‘Dasia Aja’ from Dasarathi Patnaik.

The seeds for a library were sown in his mind by his school teacher and Dasia Aja set off with five books in a trunk. Fifty years old at the time, he bequeathed his farmland to his wife and mother and traveled across Odisha looking for books, magazines, antiques, and other collectibles say his grandson Deepak Pattnaik.

Dasarathi Patnaik became an icon. His attire — a loincloth, his bare chest covered by a shawl laid on the shoulder and a turban — became a trademark. He traveled from place to place in quest of rare items and materials. His mild and pleasant demeanor attracted everyone and soon he was known to all as Dasia Aja.

The library holds more than 50,000 books, most of them old, rare publications from across the world in different languages. It has more than 65,000 magazines, periodicals, and journals and 2,500 backfiles of newspapers.

The museum has sections on archaeology, natural history, numismatics, armory, mining and geology, art and craft and anthropology. The museum could be one of the handfuls of places in the world to possess original stones from the moon. The stones take their place beside the treasures of Mohenjodaro and Harappa in the shape of fragments of clay pottery, toys and jewelry, a clay seal from the Mesopotamian era, bone of a dinosaur, fossil of a rhinoceros and other archaeological excavations. You also have soil from post-atom bomb Hirosimha in a wooden casket, volcanic ash in a small urn, a floating rock that is believed to be part of the mythical Ram Sethu.

A large number of silver, copper and metal coins dating from the ancient, medieval and modern eras are on display. The museum has a section on tribal lives sequencing a change in lifestyle through clothes, jewelry, weapons, etc over a period of 100 years.

The crowning glory is, however, the collection of palm leaf manuscripts and illustrations. There are over 5,000 manuscripts depicting epics like Ramayana, Mahabharata along with treatises on Ayurveda, religious rituals, astrology and astronomy, tantra and mantra, veterinary treatment, and literature. There are 68 manuscripts that depict narratives of the Dasavataar and the Krushna Leela through colorful pictures that are etched on leaves.

All this was collected by one man. He didn’t have much formal education (he dropped out of school in class six). But he developed an addiction for reading and devoured whatever came his way.

Dasarathi Patnaik single-handedly put together the institutions and transformed them into marvels. Dasia Aja is no more. He died in 1997 at the age of 90. But he left behind a legacy which would educate and enrich later generations.
